trying to download different mods

i have tried to down load diffrent mods or just look around this site and It keeps saying my IP address is blocked why is that? I joined and it still occurs this isnt going to work if the site blocks or bans IP addresses on a whim im not a creator i just download mods that I would like or chat in forums.
